A statute is "general" when it operates uniformly on all persons and things of a class and such classification is natural, reasonable, and appropriate to purpose sought to be accomplished. Atchinson v. Erwin, W.Va., 302 S.E.2d 78, 83. As a noun, the word is the title of a principal officer in the army, usually one who commands a whole army, division, corps, or brigade.
